Ray Kasten and Jess Cooper are two FBI counter-terrorism investigators. They receive an anonymous call about a girl raped and killed. The body was found in a dumpster near a mosque. Ray and his crew arrives the spot. Ray takes a first look at the murdered body and he deeply shocked and started crying. Because it was Jess daughter, Carolyn. She is brutally raped and murdered by someone. Jess is distraught when she saw her daughter. During the investigation a suspect found and he walks out due to lack of evidences. Thirteen years later, Ray has found a lead and convinces the DA to reopen the old case. Because Jay got some hints about the murder and he really wish to find the murderer.
